Federal CZMA
The Coastal Zone Management Act of 1972 created the coastal management program and the National Estuarine Research Reserve system. The Coastal Zone Management Act of 1972, as amended through P.L. 104-150, The Coastal Zone Protection Act of 1996, can be viewed at the NOAA National Ocean Service website.

Hawaii CZM Program
The Hawaii CZM Program Document provides a description of the Hawaii Coastal Zone Management Program. It discusses the linkages between the Federal, State, and County governments, Hawaii’s land use and environmental management system, and the special components of the Hawaii Coastal Zone Management Program.

Program Description
This document provides a description of Hawaii CZM Program as it exists in 2011, its specific purposes, roles and responsibilities, the technical framework, and the laws, rules, and regulations that comprise it. This document has been reviewed for accuracy by NOAA, however, it does not replace the authoritative “Program Document” which was approved by NOAA and published in 1990.
