Carbon Offset Program Feasibility Report Released

The report on the Feasibility And Implications Of Establishing a Carbon Offset Program for the State of Hawaiʻi was released, pursuant to Act 16, Session Laws of Hawaiʻi 2018 to investigate the feasibility for the Hawaiʻi state government to foster additional greenhouse gas reductions through carbon offset credits.

The report provides an overview of greenhouse gas emissions, a summary of the State of Hawaiʻi’s climate change laws and policies, examines the role of carbon offset credits, the carbon market, and the financial transaction process, and evaluates the feasibility of establishing a state-administered carbon offset program for the Hawaiʻi state government. The report also explores the potential for alternative mechanisms to support greenhouse gas reductions for the State of Hawaiʻi to consider.
