PRO Housing Grant
The Office of Planning and Sustainable Development (OPSD) partnered with the Office of the Governor, Hawaiʻi Housing Finance and Development Corporation (HHFDC), and Hawaiʻi Public Housing Authority (HPHA) for a $10 million Pathways to Removing Obstacles to Housing (PRO Housing) Grant from HUD. Of the 21 applicants that received awards, Hawaiʻi received the second highest award: $6.6 million. These funds will allow the State and Counties to invest in housing enabling infrastructure, support transit-oriented development, and build capacity to preserve and expand the housing stock. This grant helps implement several of recommendations contained in the 2023 TOD Infrastructure Financing Strategy study, including the creation of an infrastructure bank, and assisting with implementation of infrastructure design at Kahekili Terrace, Kamakana Villages, and in Lihuʻe. OPSD will be hiring two people to manage the grant, create the infrastructure bank, distribute the project-specific funds to State and County partners, and begin conversation regarding overcoming regulatory barriers to housing production. Information regarding how to apply for those exempt 6-year positions will be made available made soon. A second round of funding has recently been announced by HUD. OPSD and its partners are working to prepare an application for funds to assist with the design of more infrastructure.
Pathways to Removing Obstacles to Housing Round II Funding Opportunity
The Office of Planning and Sustainable Development (OPSD) invites public comments from September 19, 2024, through October 4, 2024, on Hawaiʻi’s application for the Pathways to Removing Obstacles to Housing (PRO Housing) Round II grant from the U.S. Department of Housing and Urban Development (HUD). The grant seeks $3 million for infrastructure planning and design to support the Kamakana Villages Affordable Housing Project in Kailua-Kona, on Hawaiʻi Island, facilitating 1,400 predominantly affordable housing units. OPSD is leading this effort and will host a public hearing on October 2, 2024, at 1:30 P.M. (HST).
