2022-2024 TOD Infrastructure Financing & Delivery Strategies Study for TOD Pilot Areas, HR&A Advisors
This two-year project, funded by an appropriation of the State Legislature to OPSD, was undertaken to examine and develop options for funding and financing public infrastructure in four transit-oriented development area (TOD Pilot Areas) statewide. The four TOD Pilot Areas were: Iwilei-Kapālama, Oʻahu; Ka’ahumanu Avenue Community Corridor, Maui; Līhuʻe Town Core, Kaua‘i; and Ane Keohokalole Highway Corridor, Kailua-Kona, Hawai‘i.
