About the State Plan Update: Phase 2

The Phase 2 update of the Hawaiʻi State Planning Act builds on the work completed in Phase 1 and advances efforts to align the State Plan with present-day needs. Pursuant to Act 36, Session Laws of Hawaiʻi 2024, Phase 2 commissioned the Office of Planning and Sustainable Development (OPSD) convene a Task Force that will make recommendations on amendments to the existing State Plan (Hawaiʻi Revised Statutes, Chapter 226). The Task Force is responsible for developing a two-year work plan and submitting reports to the State Legislature prior to the commencement of the 2026 and 2027 sessions.

To support the Task Force’s work, a series of sub-projects will be undertaken to gather and analyze data on topics important to the State and counties. These may include technical studies, issue papers, stakeholder interviews, sub-group meetings, surveys, and community workshops.

Phase 2 follows efforts from Phase 1 (2018), which assessed the alignment of the current plan with emerging issues and the plan’s ability to address local needs and provide direction for the State.

The Hawaiʻi State Planning Act was designed as a long-range planning guide to improve statewide development and facilitate coordination among State entities. The plan is structured around three core frameworks: 1) themes, goals, principles, values, and objectives and policies, 2) coordination and implementation, and 3) priority directions. In Phase 2, the Task Force will analyze these frameworks and determine where updates should be made.
